The Environmental Agency (EA) published a second consultation on Environmental Permit Competence Requirements which included changes to attendance calculations for technically competent managers (TCMs). You may read the consultation document here.
This is the EA’s second consultation on TCM attendance. The first consultation showed that respondents preferred attendance based on charging bands. This proposal outlines how the TCM attendance requirements will work in practice. Permitted sites will have a 12-month implementation period to comply with the revised attendance requirements. There will be no implementation period for sites permitted after publication. Members can log in to read a full summary of proposed changes.
REA collected responses from members and submitted a response to the consultation on 14 December 2023 which called for a reduced total attendance cap, less reliance on TCMs for mobile landspreading plants, and an extended period for compliance with increased TCM attendance requirements upon receiving a Compliance Assessment Report (CAR).
